EDA Releases Fiscal Year 2025 Public Works and Economic Adjustment Assistance Notice of Funding Opportunity

On September 16, the U.S. Economic Development Administration (EDA) released their Fiscal Year (FY) 2025 Public Works and Economic Adjustment Assistance (PWEAA) Notice of Funding Opportunity (NOFO). This update, the first since October 1, 2024, was to “specify EDA’s updated investment priorities and to make other technical changes.

A summary of the major changes include: 

  • Simplified match requirement chart: It removed Category E and F (E – 24 month unemployment rate is at least 175 percent of the national average, 60 percentile federal match) and (F- per capita income is not more than 65 percent of the national average, 60 percent federal match).  
  • Additional Requirements for Workforce Projects: Projects focused on workforce training must demonstrate alignment with industry needs. Applicants should identify in-demand, skills-based credentials and promote worker mobility through tools like competency-based assessments and technology-driven career navigation. Funding may support either program design—developing curricula and training systems—or program implementation, including direct training and wraparound services. Projects must track outcomes like employment and earnings, prioritize transparency in data, and include training in AI literacy to prepare workers for evolving labor market demands. 
    • (1) agree that compliance in all respects with all applicable Federal antidiscrimination laws is material to the government’s payment decisions for purposes of section 3729(b)(4) of Title 31 United States Code; and  
    • (2) certify to the Department that it does not operate any programs promoting diversity, equity, and inclusion that violate any applicable Federal anti-discrimination laws.
