General Description
The Executive Director is responsible for the implementation and oversight of the programs under the umbrella of the Mid-Ohio Valley Regional Council as directed by the Board of Directors of the MOVRC.

Major Responsibilities and Duties:

  • Provide strategic leadership to implement the agency’s vision.
  • Appoint and remove all employees in accordance with the Personnel Policies of the MOVRC.
  • Serve as Secretary Ex-Officio of the MOVRC Board of Directors
  • Advise the Board of Directors of the needs and affairs of the agency.
  • General oversight of the various programs housed within the agency.
  • Implementation of policy directives of the Board of Directors.
  • Ensure policies and procedures are up to date and in compliance with regulations.
  • Supervises all program managers, the Controller and any other direct reports.
  • Serves as Property Manager for the real property owned and leased by Agency (repairs, maintenance, utilities, insurance, lease agreements)
  • Serves as backup computer administrator for agency network and accounting system
  • Ensure financial integrity of agency and that annual audits are in conformity with regulations
  • Prepare annual budget for Board of Directors of all agency programs
  • Attract and develop future funding streams and programs in line with agency mission
  • Serve on other organizational Board of Directors to promote MOVRC programs and further the State of WV’s interests (i.e. NADO)
  • Other duties as assigned by the Board of Directors.

Knowledge, Skills and Abilities

  • Thorough knowledge of various federal and state grant programs and policies.
  • Thorough knowledge of federal/state legislative processes, with an emphasis on the appropriations sequences.
  • Experience working with boards, councils, committees, and other public decision bodies.
  • Experience in planning, as well as policy development and implementation.
  • Ability to analyze and interpret records.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to use a computer: specific knowledge of Microsoft Suite
  • Ability to plan, organize and implement projects/programs.
  • Strong financial background with reporting and OBM Super Circular

Minimum Qualifications:

  • Master’s Degree in Public Administration, Planning, Business, or a related field and ten years experience in related field. Additional experience may substitute for educational experience.
  • Demonstrated management experience required.
  • Demonstrated grant management experience required.


Will report to the Executive Committee of the Board of Directors of the Mid-Ohio Valley Regional Council.
