The Director of Planning serves as the department head for the Planning Department within the Heart of Georgia Altamaha Regional Commission. In this role, the Director performs complex professional work, managing, directing, and supervising the Planning Department, ensuring services are delivered at the highest possible level. The Director manages daily operations and staff, inquiries local governments, oversees current and long-range planning programs and the public hearings process, ensures that projects are accurately planned and completed in accordance with the Georgia Planning Act as well as other state and federal planning regulations, and holds the primary responsibility for delivering action plan projects to completion with goals and objectives achieved as set forth in the Regional Comprehensive Plan and accompanying adopted planning documents. Additionally, work involves setting policies and goals under the direction of the Executive Director. Continuous supervision is exercised over all personnel within the department team.

MAJOR DUTIES AND RESPONSIBILITIES - Includes the following and other duties as assigned.

  • Consult with Executive Director, local governments; and state officials to develop and implement a work program for the Planning Section; prioritize, assign, and supervise work of section personnel; provide technical/policy direction;
  • Develop and maintain positive working relationships with local governments and state/federal agencies concerned with planning and economic development in the Region;
  • Supervise and guide planning staff in the implementation of the Georgia Planning Act and of related laws; assist local governments with preparing and implementing local and regional comprehensive plans, solid waste management plans, and service delivery strategies;
  • Supervise and manage planning staff in meeting the requirements of local, federal, and state planning and development contracts received by the Commission, including contracts with the Georgia Department of Community Affairs, the Georgia Department of Transportation, and the Georgia Department of Natural Resources;
  • Supervise, provide, and assist in the provision of technical assistance to local governments regarding zoning ordinances, subdivision regulations, other land use regulations;
  • Supervise, provide, and assist in the provision of technical assistance to local governments in plan implementation, local planning, or other requested and related community and economic development and service improvement issues;
  • Conduct and supervise the conduct and preparation of other local planning documents and reports, including those related to housing, recreation, transportation, environmental, or other issues;
  • Prepare, conduct, and supervise the provision of research, data gathering, or other information needed in the implementation of the Regional Work Program, contracted plans, or other accepted requests for technical assistance;
  • Research additional funding programs and opportunities for the RC;
  • Identify and define region-wide problems, opportunities, and areas of mutual concern, and provide definition and guidance in addressing them;
  • Develop and organize innovative programs for the RC and local governments as appropriate;
  • Evaluate planning staff members with respect to fulfilling their responsibilities and make recommendations for improvement; receive input from planning staff on concerns and recommendations for improving commission services; and

DESIRABLE QUALIFICATIONS EDUCATION/EXPERIENCE

  • Bachelor’s Degree in planning or closely related field required; Master’s Degree in planning, public administration, or similar field preferred. Five (5) years progressively responsible experience in local government planning and zoning preferred; or any combination of education, training and experience which provides the required knowledge, skills, and abilities.
  • Certification by the American Institute of Certified Planners (AICP) preferred.
  • Supervisory experience of a minimum of 3 years mentoring and managing professional staff preferred. Knowledge, Skills, and Abilities
  • Well-developed knowledge of one or more planning disciplines, such as zoning, urban design, affordable housing, economic development, or land use.
  • Thorough knowledge of zoning and land use regulations and ordinances.
  • Excellent oral and written communication skills for preparing and presenting planning reports and projects.
  • Excellent interpersonal skills for facilitating relationships with other departments and jurisdictions.
  • Creative problem-solving skills to gather relevant information to solve less well-defined planning problems.
  • Ability to work on several projects or issues simultaneously and meet firm deadlines.
  • Knowledge of processes and procedures for zoning and variance
  • Knowledge of personal computers and related software.
  • Able to prepare for and make presentations in public to local government officials and appointed boards.
  • Ability to organize and direct the work of subordinates.
  • Ability to take corrective action and apply progressive discipline.
  • Ability to review performance of staff, communicate expectations, set goals, and measure performance.
  • Ability to communicate effectively, both written and orally, with the general public, elected officials, and state and federal partners.
  • Ability to read and interpret zoning text, surveys, maps, and plats.
  • Ability to read and interpret a variety of documents ranging from correspondence and policies and procedures to technical documents.

The Heart of Georgia Altamaha Regional Commission provides services to 17 counties and 62 cities with offices located in Eastman and Baxley, Georgia. The Planning Director will be located in the Baxley office.
