Investing in Our Regional Economy
Arrowhead Regional Development Commission  (MN)

Reconstruction of the Duluth Seawall was completed in 2025 to support docking of Great Lakes cruise ships, local sightseeing boats, and improved resilience to flooding and storms. ARDC acted as liaison between the Economic Development Administration (EDA) and the City of Duluth, assisted with grant writing and response (including State Historic Preservation Office review), and a request to the EDA CARES Act grant due to COVID-related construction cost increases. The project has greatly impacted the City of Duluth, Duluth Port, Duluth Entertainment and Convention Center, local businesses, the Duluth Airport, Cruise Ship Companies, and tourists. Rebuilding of and improvements to the seawall were made possible by a $4.9 million EDA grant, part of a larger $22 million redevelopment project. A University of Minnesota Duluth Economic Impact study projected nine cruise ships in 2025 with a $10 million economic impact.

Strengthening the Built and Natural Environment

This photo is taken from one of two scenic overlooks at the new Portage Park on the Pend Oreille River in the small, rural town of Metaline Falls. The north-flowing Pend Oreille River powers the production of roughly 1,100 megawatts of clean, renewable power at Boundary Dam, just a few miles north of this point. The Boundary Hydroelectric Project is operated by Seattle City Light, about 390 miles from west from Metaline Falls, supplying a significant share of Seattle’s electricity. As part of its long-standing presence in the region, Seattle City Light also developed Portage Park, offering scenic river access and a place for visitors to enjoy the beauty in the area surrounding this impressive hydroelectric project.

Downtown Valdosta shines with history, culture, and community spirit, and the Dosta Playhouse is one of its brightest gems. First opened in 1941 as a movie theater, the Dosta has been beautifully restored by Theatre Guild Valdosta and now stands as the heart of local performing arts. Its glowing marquee and timeless Art Deco design continue to draw people together, keeping the magic of live storytelling alive. This photograph, taken at night by SGRC GIS Coordinator Justin Jacobs, captures the marquee and courthouse illuminated in perfect harmony. Having performed as Rebecca Nurse in The Crucible, she wanted to honor both a personal milestone and the shared experience of gathering in this beloved space. The Dosta is more than a theater. It is a place where stories unfold, talent is nurtured, and the community comes together. It also serves as a reminder that preserving historic landmarks and investing in the arts are essential to building vibrant places where people connect and thrive.
