SENIOR COORDINATOR FOR COMMUNITY ECONOMIC DEVELOPMENT (CED)

Centralina Regional Council seeks an experienced community economic development professional for the position of SENIOR COORDINATOR to provide specialized planning and project management work supporting the CED department’s programs and activities. The Senior Coordinator works closely with the Assistant Director for CED to coordinate federal and state grant programs and oversee other infrastructure, neighborhood revitalization, fair housing and community development activities for the department.

Centralina Regional Council is an innovative regional planning agency located in Charlotte, NC with a membership that includes 60+ local governments throughout the Greater Charlotte Region. Centralina works with individual communities and leads major projects that transcend local and regional boundaries. MAJOR DUTIES include but are not limited to:

  • Serving as technical and program lead for HUD   programs, including CDBG   block grant programs, CARES Act funds, HOME  funds, American Rescue Plan Act CED projects, and other housing and community development, loan, and grant fund programs.
  • Contributing to technical assistance service requests from local governments on a  range of community development, affordable housing, redevelopment,        revitalization, and strategic economic planning topics.
  • Conducting research work for regional and local studies in various topic areas and analyzing relevant information to initiate and develop new ideas to serve program needs.
  • Responding to inquiries from the public regarding community development and affordable housing and redevelopment activities.
  • Assisting with outreach and recruitment of stakeholders and funding for regional community development and affordable housing studies and initiatives.
  • Participating on various committees throughout the region; representing the program at meetings and conferences and networks with affiliated groups; and
  • Working with contractors, vendors, and consultants on necessary program functions.

KNOWLEDGE, SKILLS & ABILITIES include but are not limited to:

  • Knowledge of relevant laws, rules, and regulations of federal and state community development and affordable housing principles, practices, and techniques and of various government agencies as they affect local community revitalization, housing, economic mobility, and related programs.
  • Skill in leading and facilitating group discussions and helping to build consensus.
  • Ability to consider financial,  socio-economic, affordable housing, and legal and regulatory variables as they affect the Region.
  • Ability to manage grant-related records, information, and follow-up.
  • Must possess the ability to multitask and manage multiple and simultaneous priorities while managing time and resources in an efficient manner.
  • Ability to be tactful and courteous and to establish and maintain effective working relationships with a diverse group of individuals including elected officials,  governmental agency representatives, stakeholders, the general public, staff, etc.

MINIMUM REQUIREMENTS:  Bachelor’s degree in Public Administration,  Public  Policy,  Business Administration, Regional and  City  Planning, Community  Development or other closely related field required, Master’s degree preferred with five years of demonstrated experience in community economic development programs; or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities. Demonstrated experience administering federal and state grant programs, auditing and monitoring requirements as well as project management and grant finance and budget experience is required.
