The Top of Alabama Regional Council of Governments (TARCOG) is a forward-thinking regional planning commission serving the fastest-growing region in the State of Alabama.  TARCOG’s service area includes DeKalb, Limestone, Jackson, Madison, and Marshall counties in the beautiful Tennessee River Valley among the foothills of the Appalachian Mountains.  The TARCOG region is known for its extraordinary natural and cultural assets including several beautiful state parks, thriving historic downtowns, a growing high-tech economy, and an unrivaled quality of life.  Located in the heart of Huntsville’s cutting-edge research park, TARCOG is seeking a motivated Economic Development Specialist to join our Economic Development & Planning (ED&P) team.


The Economic Development Specialist will be responsible for coordinating the five-county TARCOG region’s response to the economic impacts of the COVID-19 pandemic and strengthening its economic resilience to future economic downturns and natural disasters. Specific objectives include:

  • Researching pandemic-related economic effects the region has experienced, fostering strategic regional partnerships, and identifying economic resilience-building projects and activities.
  • Providing technical assistance to local governments and other regional stakeholders to develop community and economic development projects that are eligible for state and federal funding opportunities, writing and submitting grant applications.
  • Managing active community and economic development projects to include coordination with federal/state agencies, local government officials, project engineers, contractors/sub-contractors; conducting site visits; and submitting all required project reports, reimbursement requests, and other required documentation.

Additional responsibilities include, but are not limited to, supporting region-wide asset-mapping and inventory efforts; assisting ED&P staff with updating the region’s Comprehensive Economic Development Strategy (CEDS); participating in state, regional, and local programs related to economic recovery and resilience; and related tasks as assigned.


  • A Master’s degree in economics, political science, public administration, civil engineering, or a related field, and at least two years of related post-graduate work experience.
  • Economic development experience required.
  • Project management/administration experience preferred.
  • Knowledge of federal/state economic and community development grant requirements, regulations and grant writing experience preferred.
  • Exceptional interpersonal and communication skills for facilitating relationships with local government officials and other regional stakeholders.
  • Strong analytical, critical thinking, and data analysis skills.
  • Capacity to work on several projects or issues simultaneously while maintaining a high level of attention to detail and time management.
  • Ability to work independently or in a team environment as needed.
  • Driver's license and good driving record required. Significant travel throughout the five-county region is anticipated.
