Strategic Planning in Southcentral Kentucky
The Barren River Area Development District, commonly known as BRADD, serves as an official Economic Development District as recognized by the U.S. Economic Development Administration. This designation highlights BRADD’s critical responsibility in guiding long-term planning and development strategies for a 10-county area located in south-central Kentucky. Through this role, BRADD helps local communities prepare for the future, adapt to new circumstances, and strengthen the region’s overall resilience and prosperity.
At the center of BRADD’s work are two major regional planning tools: the Comprehensive Economic Development Strategy, or CEDS, and the Regional Hazard Mitigation Plan (HMP). Both of these foundational plans are thoroughly reviewed and updated every five years. This regular update cycle ensures that the goals, data, and strategies within each plan reflect current conditions, community priorities, and any new risks or opportunities that may have emerged. Together, these plans guide a wide range of local projects and initiatives, tying them into a bigger regional vision. This way, the unique needs of each county are addressed, but always in alignment with broader regional goals.
What makes BRADD’s planning process effective is its commitment to working closely with a broad network of local partners. Local governments, public service providers, businesses, educators, and everyday residents all have a seat at the table. This inclusive, partnership-based approach means that both the CEDS and HMP, as well as several other regional plans are based on real data and grounded in the voices and experiences of the people who live and work in the region. BRADD actively assists counties in creating their own local comprehensive plans and specific strategies tailored to their circumstances. To manage this complex work, each of the 10 counties within BRADD’s region has its own steering committee. These committees were created with the intention of helping communities create a 5-year plan and have a way to execute as well as track those plans with regular quarterly meetings. These meetings play an essential role in shaping and monitoring local planning efforts. Committee members come from many different backgrounds: local elected leaders, economic development experts, utility providers, educators, business owners, and other community representatives. This variety of perspectives enriches discussions and helps ensure that plans truly address the needs of everyone in the community.
The regional Comprehensive Economic Development Strategy (CEDS) was developed by identifying common themes and priorities across the plans and ideas submitted by each county’s steering committee. Serving as a strategic roadmap for BRADD, the CEDS helps the agency monitor regional trends and provides stakeholders with a clear view of their communities’ most pressing needs. Additionally, the CEDS facilitates collaboration among multiple communities by highlighting shared challenges. This strengthens the case for funding by demonstrating broad-based regional impact.
BRADD values open communication and public participation in all its work. To make it easy for community members to stay informed, BRADD provides online access to all strategic plans through an accessible website. Residents from any of the counties can visit this site to view their county’s specific plan, track goals, and see which projects are ongoing or completed. A helpful filter tool lets users quickly find the information they care about, whether it’s updates on road improvements, business growth efforts, or hazard preparedness projects.
In addition to the online dashboard, BRADD also offers downloadable booklet versions of each county’s plan. These booklets include useful details such as community demographics, a summary of public input, organized lists of goals and action steps, and relevant supporting data. By sharing this information in multiple formats, BRADD empowers residents to be informed partners in shaping their community’s future and to participate actively in public meetings or local initiatives.
