Description

The Appalachian Regional Commission (ARC) invites proposals from qualified consultants to develop a study that presents data-driven methods, economic benefit concepts and actionable strategies focused on helping state Departments of Transportation (DOT) complete the Appalachian Development Highway System (ADHS).

 Specifically, the study will identify benefit concepts, advancement strategies, methods and relevant data sources to support more competitive project prioritization and benefit-cost analysis (BCA) for ADHS and rural highway projects.

 The contractor will provide support services to ARC from September 2026 through September 2027.

 Deliverables include a final report, companion technical report and executive summary.
