This week, the Senate Commerce Committee approved on a party line vote their title of surface transportation legislation, the Comprehensive Transportation and Consumer Protection Act of 2015. The Commerce Committee has jurisdiction over reauthorization of highway safety, consumer protection, and freight transportation. The bill includes new vehicle safety regulations under the jurisdiction of the National Highway Traffic Safety Administration, an extension of the deadline for implementation of railroad positive train control, and authorization of freight investment grants. The Senate Commerce Committee’s title will now be combined with the Senate Environment and Public Works Committee’s legislation, Developing a Reliable and Innovative Vision for the Economy (DRIVE) Act. The Senate Banking, Housing, and Urban Affairs Committee has jurisdiction over the transit title of surface transportation reauthorization and has not yet released legislative language.
