Senate Appropriations Committee Approves FY2016 Funding Increases for Several Regional Commissions

Before adjourning for a Memorial Day recess, the Senate Appropriations Committee approved by a vote of 26 to 4 their fiscal year (FY) 2016 Energy and Water Appropriations bill.  The bill includes increased funding for several regional economic development commissions.  The bill funds the Appalachian Regional Commission (ARC) at $105 million (an increase of $15 million over the FY2015 enacted level and $10 million above the House-passed FY2016 level).  Within ARC’s funding, $25 million is allocated for the administration’s POWER + (Partnership for Opportunity and Workforce Economic Revitalization) Plan to assist communities impacted by the downturn of the coal industry.  The Senate bill provides $25 million for the Delta Regional Authority (a $13 million increase from the FY2015 level and the House-passed FY2016 level), $11 million for the Denali Commission (a $1 million increase from the FY2015 level and the House-passed FY2016 level), and $7.5 million for the Northern Border Regional Commission (a $2.5 million increase from the FY2015 enacted level and $4.5 million above the House-passed FY2016 level).  The Senate bill recommends no funding for the Southeast Crescent Regional Authority which received $250,000 in FY2015 and was recommended at that same level for FY2016 in the House-passed bill.
