Senate Appropriations Committee Approves FY2016 Agriculture Spending Bill

This week, the Senate Appropriations Committee approved their version of the fiscal year (FY) 2016 Agriculture Appropriations bill.  The bill totals $20.51 billion in discretionary funding, which is $65 million lower than current levels and $1.2 billion below the President’s budget request.  The Senate has now passed 11 of the 12 annual appropriations bills through committee, though it appears increasingly unlikely any of them will make it to the Senate floor for consideration.

For rural development programs, the bill includes $994.2 million for business and industry loans, which is a $74.2 million increase over current funding.  The bill provides $1.25 billion for rural water and waste program loans, level with current funding; and $496 million for grants and costs, which is an increase of $13 million above current levels.  In addition, $7.5 billion is provided for rural electric and telephone infrastructure loans, $1.3 billion above current funding.
