This week, the Senate approved a conference agreement on the fiscal year (FY) 2016 budget resolution (S. Con. Res. 11 (https://www NULL.congress NULL.gov/114/bills/sconres11/BILLS-114sconres11enr NULL.pdf)) by a party line vote of 51 to 48.  Both the Senate and House-passed budgets propose to eliminate the federal deficit within 10 years by cutting trillions in federal spending and not increasing revenue.  The budget plan sets discretionary spending at $523 billion for defense and $493 billion for non-defense programs in 2016, but provides an additional $96 billion for the Pentagon’s Overseas Contingency Operations account.
