Omnibus Appropriations Bill for FY 2014 Taking Shape

The House and Senate Appropriations Committees worked over the holidays to pull together a draft omnibus appropriations bill that will fund federal programs through September 30, 2014. The budget agreement reached in December sets spending at $1.012 trillion for fiscal year (FY) 2014. The details of program funding levels have not been publicly released, but it appears that the Commerce/Justice/State, Homeland Security, Defense, and Military Construction/Veterans’ Affairs bills are nearly finalized. If agreement cannot be reached on one or more of the individual appropriations bills, agencies would likely be funded by a Continuing Resolution (CR) that could be attached to an omnibus appropriations package. Congress must take action by January 15 when the current CR expires.
