NADO Research Foundation Seeks Applicants for the NADO Research Foundation Advisory Committee 
The NADO Research Foundation (NADO RF) is currently seeking applicants from the NADO East, Midwest, and Associate chapters to serve on the NADO RF Advisory Committee. The NADO RF Advisory Committee works with Research Foundation leadership and staff to identify issues and topics of relevance and concern to NADO members. The Committee generally meets two times per year in conjunction with NADO’s Washington and Annual Training conferences. Additional meetings will occur virtually, generally three times a year. NADO Executive Committee Advocacy Fly-in Recap
Last week, the NADO Executive Committee completed their annual three-day advocacy fly-in held in Washington, DC. The Executive Committee met with a variety of federal agency leadership and staff, House and Senate staff on Capitol Hill, leadership from other national associations, and officials at the White House. Topics of discussion included community and economic development, EDA programs and reauthorization, Farm Bill reauthorization, rural development, and successes and challenges related to accessing and navigating various federal funding programs. NADO is grateful to our partners for dedicating their time and sharing their expertise during these fly-in meetings.

The Inclusive Recovery Initiative reflects New Growth Innovation Network's findings, insights, and tools from EDDs in how they are approaching inclusive growth in COVID-19 recovery. The forthcoming Guide and Toolkit provide steps, models, and resources to embed equity throughout the CEDS development process. This virtual unveiling will feature inclusive growth experts and provide first access to the Inclusive Growth Guide and Toolkit.

The U.S. Department of Agriculture and the University of Kentucky will host the second year of an online conference focused on expanding access to placemaking resources for people in rural America.

New Case Studies Added to “EDDs in Action” Series 
NADO Research Foundation has created the “EDDs in Action” case studies series to demonstrate the wide breadth of programs, projects, and initiatives EDDs support and implement to improve their regions -- making them more resilient, prosperous, and better prepared for the future. Recently added case studies highlight EDD projects on hazard mitigation planning, park redevelopment, resilience and recovery, and communications. Additional case studies will be added regularly. Click here to access the series. 
 
Recording Available from Cybersecurity and Infrastructure Security Agency (CISA) Webinar for EDDs 
In support of the EDD CoP, the National Association of Regional Councils recently hosted a webinar with Trent Frazier, Deputy Assistant Director for the Stakeholder Engagement Division of the U.S. Cybersecurity and Infrastructure Security Agency (CISA). In the webinar, Frazier discussed what CISA resources and materials are available to EDDs. View the recording here.

EDA Announces University Center Program Funding Opportunity
The Economic Development Administration (EDA) has released a Notice of Funding Opportunity (NOFO) for the University Center Economic Development program. The EDA Austin and Denver Regions, including higher education institutions in Arkansas, Louisiana, New Mexico, Oklahoma, Texas, Colorado, Iowa, Kansas, Missouri, Montana, North Dakota, Nebraska, South Dakota, Utah, and Wyoming are eligible to apply for this funding opportunity. NADO Case Study: Arkansas Recovery and Resiliency Initiative 
Visit NADO's website to learn more about how Arkansas Planning and Development Districts worked to promote recovery and resiliency across district boundaries during the COVID-19 pandemic. 

CEDS Content Guidelines Update
The Economic Development Administration has announced updates to its Comprehensive Economic Development Strategy (CEDS) Content Guidelines reflecting an enhanced focus from EDA on climate resilience, equity, workforce development, and broadband. Read more here. 

USDOT Grants and Technical Assistance Navigator Tool 
The US Department of Transportation (USDOT) recently launched the DOT Navigator, a new online resource designed to help communities identify federal grant and technical assistance opportunities. The DOT Navigator tool includes a searchable database of technical assistance opportunities as well as a variety of grant application resources

U.S. Department of Energy’s Clean Energy to Communities (C2C) Program Now Accepting Applications
The U.S. Department of Energy’s Clean Energy to Communities (C2C) program is now accepting applications for its next set of peer-learning cohorts. Applications are due Monday, May 8 and selected participants will begin their engagement in July 2023. EPA Releases Resource Highlighting Disaster-Resilient Design Concepts
The Environmental Protection Agency has released a new resource, “Disaster-Resilient Design Concepts,” that can help communities reduce the impact of disasters, recover more quickly, strengthen local economies, and create safer, more equitable places to live by reducing hazards especially for those most vulnerable. The document is organized by hazard type: Wildfire; Hurricane and Coastal Flooding; Inland and Riverine Flooding; Extreme Heat; Drought; Landslide and Mudslide; Tornado; and Earthquake. Click here to view the resource. 

Applications Open for SolSmart Designation Program
The national SolSmart designation program is expanding to help another 500 local governments become solar energy leaders. This program, funded by the U.S. Department of Energy (DOE) and led by ICMA - International City/County Management Association and the Interstate Renewable Energy Council (IREC), provides no-cost technical assistance to help local governments and regional organizations meet solar energy best practices. Learn how your community can get involved by visiting SolSmart's website or contacting Ciara Ristig at cristig@nado.org

DOT Opens Port, Transit, and Other Funding Opportunities
A number of FY2023 grant programs and funding opportunities geared toward rural transportation practitioners are currently accepting applicants. These programs include modernizing port infrastructure (MARAD), training in operating commercial vehicles (FMCSA), funding buses and bus facilities (FTA), funding low-emission buses and bus facilities (FTA). Further information is available on grants for Areas of Persistent Poverty (AoPP) and the RAISE Grants. The AIEI Releases an Investment Playbook for Rural Areas
The Appalachian Investment Ecosystem Initiative (AIEI) released a resource playbook on investments and economic development opportunities in rural areas. The playbook focuses on Appalachia, but is applicable to any region.

RFP for Compensation Study
The National Association of Development Organizations (NADO) is seeking proposals from qualified firms to conduct a compensation study to benchmark and assess the competitiveness of NADO’s current employee salary bands and employee benefits, and to make recommendations to update NADO’s compensation structure.
