In Case You Missed It: NADO President Chris Fetzer Testified Before the Senate on EDA Reauthorization

Application Window Closes Tomorrow for Economic Recovery Corps (ERC) Program
The U.S. Economic Development Administration (EDA) and the International Economic Development Council (IEDC), in partnership with the NADO Research Foundation (NADO RF) and other national organizations, recently launched the inaugural Economic Recovery Corps (ERC) program. The application for 2023 Aliceann Wohlbruck NADO Impact Awards is now open on NADO's website. The award honors significant advances in community and economic development, including but not limited to small business finance, energy and infrastructure projects, housing and human services, sustainable development, workforce development, and more. NADO RF has released a new webinar briefing, “The State of the EDDs and CEDS Content Guidelines Updates.” This briefing provides an update on the status of the national network of EDDs and information about the updated Comprehensive Economic Development Strategy (CEDS) Content Guidelines featuring equity, climate resilience, and workforce development. Wealth Creation Training Opportunity
Region Five Development Commission is hosting wealth creation trainings in ND, SD, and MN. Through the EDD Community of Practice, NADO is offering these free opportunities to interested EDDs: 

Wealth creation is about connecting a region’s assets to meet market demand. Introduction to the Outcome, Process and Access Framework for Equity in Economic Development 
Argonne National Laboratory National Economic Research and Resilience Center has published a research brief outlining a framework elucidating underlying drivers influencing the degree to which outcomes of economic development activities are equitable. The brief describes ways EDDs can apply this conceptual framework in CEDS development and implementation. Access the brief here

IEDC Report: ‘Live, Work, and Play’: Attracting and Retaining Tomorrow’s Talent
The International Economic Development Council (IEDC) Economic Development Research Partners Program has released its latest report examining the impacts of social and demographic trends on the future labor force, what younger workers seek from communities and employers, and how economic development organizations are responding to ensure that communities have the talent they need for the future. EDA Recompete Pilot Program Fact Sheet and Resources
The U.S. Department of Commerce Economic Development Administration (EDA) has published a Fact Sheet focused on EDA's new Recompete Pilot Program. The fact sheet outlines eligibility requirements, applicant timelines, and other program details. In addition, EDA has launched a Recompete Eligibility Mapping Tool (REMT) in partnership with the Argonne National Laboratory to support applicants in determining geographic eligibility. Additional information on the release of the Recompete Pilot Program Notice of Funding Opportunity (NOFO) is forthcoming. The Recompete Pilot Program was created through the passage of the CHIPS and Science Act of 2022 – statutory language can be found here.  

Rural and Tribal Assistance Pilot Program
A Notice of Funding Opportunity was released for the U.S. Department of Transportation (USDOT) Rural and Tribal Assistance Pilot Program. This program is focused on helping rural populations and tribal communities develop projects and capacity resources that will lead to future USDOT grant applications for implementation/construction activities. Funds will be available on a first come first served basis with no matching funds required. The application window will open on August 14. Learn more here

American Planning Association Publication: Equity in Zoning Policy Guide
This guide prioritizes reversing and alleviating the disproportionate impacts of zoning through three aspects: Rules, People, and Mapping. The Equity in Zoning Policy Guide also provides community planners with solutions that allow communities to boost housing supply, production, and fairness. Southeast Crescent Regional Commission Notice of Funding Availability 
The Southeast Crescent Regional Commission (SCRC) has released its first Notice of Funding Availability (NOFA) which will guide SCRC’s investments into the Southeast Crescent region. The NOFA provides details about eligible uses of the SCRC’s State Economic and Infrastructure Development (SEID) Grant Program funds and application requirements. The pre-application deadline is July 21 and the full application deadline is September 15.

Our Town Applications Open Until August 3
The National Endowment for the Arts (NEA) Our Town program supports projects that advance local economic, physical, or social outcomes that contribute to long-term systems change within communities. Guidelines and instructions for the Our Town grant program are now available online. The application is submitted in two parts; the Part 1 deadline is August 3. Click here to learn more and apply.

NOAA Climate Resilience Regional Challenge Funding Opportunity 
The National Oceanic and Atmospheric Administration (NOAA) has released a Notice of Funding Opportunity for the Climate Resilience Regional Challenge, which provides $575 million in funding from the Inflation Reduction Act for investing in collaborative approaches to coastal resilience at regional scales. Letters of intent are due August 21. New USDA Rural Energy Programs
The US Department of Agriculture (USDA) recently announced the availability of nearly $11 billion in grants and loan opportunities to help rural energy and utility providers bring affordable clean energy to communities. Funding will be available through two new programs under the Inflation Reduction Act: the Empowering Rural America (New ERA) program and the Powering Affordable Clean Energy (PACE) program. USDA will accept Letters of Interest from June 30 to September 29 for the PACE program and from July 31 to August 31 for the New ERA program. Region 9 Develoment Commission seeks a Loan Specialist who will work to administer and promote the organization’s Revolving Loan Fund (RLF) program. Washington, D.C. | Associate Manager
The National Trust for Historic Preservation seeks an Associate Manager to help manage Main Street America (MSA)'s implementation of the Department of Transportation’s (DOT) Thriving Communities Program (TCP). This position will work in close partnership with the Senior Manager of the Thriving Communities Program to coordinate and help provide all selected communities with the capacity building support they need. The National Trust for Historic Preservation seeks a Senior Manager who will manage Main Street America (MSA)’s implementation of the Department of Transportation’s (DOT) Thriving Communities Program (TCP). Southeast Conference (SEC) is inviting proposals to provide grant evaluation services related to a large Alaska Mariculture Cluster (AMC) grant.
