We are a service oriented organization with significant impact on the communities we serve. The Ark-Tex Council of Governments proudly serves Bowie, Cass, Delta, Franklin, Hopkins, Lamar, Morris, Red River, and Titus Counties in Texas as well as Miller County in Arkansas. Our mission is to improve the quality of life for all citizens of the region by providing resources, programs and services, along with coordinating funding.

The Ark-Tex Council of Governments (ATCOG) is now accepting applications for Housing Director, Announcement #2307. This is a full-time position located in the Texarkana, Texas, office. The position directs, administers, manages, and evaluates the housing programs in compliance with local, state, and federal regulations. The Housing Director supervises division staff and develops and implements division budget.

EDUCATION/TRAINING: Bachelor's degree in business or public administration, social science or a related field, plus at least four (4) years of experience in housing or social services programs; OR high school diploma or equivalent, plus at least ten (10) years of experience in housing or social services programs; OR any equivalent combination of experience and training that provides the required knowledge, skills and abilities.

KNOWLEDGE/SKILLS/ABILITIES (KSA's)

EDUCATION/TRAINING:

High school diploma or GED and two (2) years clerical experience in an office setting. Specialized clerical training may be substituted for experience.

KNOWLEDGE, SKILLS AND ABILITY:

Knowledge of supervisory techniques; budgetary practices and procedures; and laws and regulations governing the development and implementation of various housing programs, including, but not limited to, Section 8 Rental Assistance and Family Self Sufficiency.

Skill/Ability to supervise and motivate employees; establish and maintain effective working relationships with representatives of local, state and federal agencies, contractors, program participants, local organizations and the general public. Must demonstrate proficiency in both oral and written communications; understand, apply and communicate to others rules, regulations and guidelines prepared by state and federal agencies relating to housing programs; prepare proposals and administer grants and contracts; operate a computer using standard word processing and spreadsheet software packages; and develop and administer program budgets. Ability to see, hear, reach, stoop, bend, and lift and carry up to 30 pounds required. Must be able to perform the essential functions of this position with or without reasonable accommodation.

Additional Requirement: Must possess a valid motor vehicle operator's license subject to an approved motor vehicle report and reliable transportation with valid proof of insurance for travel within the ATCOG region.
