House-Senate Budget Conference Committee Meets for Second Time; Faces Short Timeframe for Action

The House-Senate conference committee charged with reaching a deal on fiscal year (FY) 2014 spending by December 13 met publicly for the second time on November 13. The conferees heard from Doug Elmendorf, Director of the Congressional Budget Office (CBO), on a just-released CBO report (http://www NULL.cbo NULL.gov/publication/44715) detailing options for deficit reduction. With only a month remaining before the conference committee’s deadline, prospects for an omnibus FY2014 spending package appear slim. Members of the House and Senate Appropriations Committees have set their own preferred deadline of December 2 for the budget conference committee to arrive at a top-line number for FY2014 spending. Reaching agreement on an overall discretionary funding cap for FY2014 by early December would allow appropriators time to craft a spending package before current funding expires on January 15, 2014.
