House Appropriations Committee Approves FY2015 Energy and Water Appropriations Bill; Includes Funding for Federal-State Regional Commissions

This week, the House Appropriations Committee approved its version of the fiscal year (FY) 2015 Energy and Water Development Appropriations bill by a voice vote.  The Energy and Water Development Appropriations bill includes funding for federal-state regional commissions.  The bill provides $80.317 million for the Appalachian Regional Commission, which is level with the FY2014 enacted amount and $12.1 million less than the president’s request.  The bill sets aside $10 million to continue a program of high-speed broadband development in distressed counties in the Appalachian region that have been negatively impacted by the downturn in the coal industry.  The Delta Regional Authority is funded at $12 million, level with last year’s appropriation and the president’s request.  The bill includes $3 million for the Northern Border Regional Commission, level with the president’s request and a $2 million decrease from the FY2014 enacted level.  The Southeast Crescent Regional Commission is funded at $250,000, level with both the president’s request and the FY2014 appropriation.  The Senate Appropriations Subcommittee on Energy and Water Development approved their version of the FY2015 spending bill this week, but the text is not yet publicly available and a full committee mark-up has not yet been scheduled.
