House Agriculture Committee Releases Text of 2018 Farm Bill; Markup Scheduled for April 18

This week, the House Agriculture Committee Chairman Michael Conaway (R-TX) introduced H.R. 2, the Agriculture and Nutrition Act of 2018.  Commonly known as the farm bill, the legislation addresses policy issues facing farmers and ranchers as well as national food nutrition programs.  The rural development title of the bill of the bill, Title VI, includes provisions to assist rural communities.  The bill would continue incentives for regional economic development investments that began under the 2014 farm bill and would authorize the funding of technical assistance to communities to develop strategic community investment plans.  In addition, the bill reauthorizes rural development loan and grant programs through fiscal year (FY) 2023 in the areas of water and waste, community facilities, rural business and economic development, rural electrification, telemedicine and distance learning, and broadband.  Regional commissions including the Delta Regional Authority, Northern Great Plains Regional Authority, Northern Border Regional Commission, Southeast Crescent Regional Commission, and Southwest Border Regional Commission are also reauthorized.  The bill elevates as priorities extending broadband service to rural areas and combatting the opioid crisis in rural communities.  The bill will be considered by the House Agriculture Committee on April 18.  Click here (https://agriculture NULL.house NULL.gov/farmbill/) for more information on the farm bill.
