On January 13, Congressional appropriators released their $1.012 trillion fiscal year (FY) 2014 omnibus appropriations bill (H.R. 3547, the FY2014 Consolidated Appropriations Act) (http://docs NULL.house NULL.gov/billsthisweek/20140113/CPRT-113-HPRT-RU00-h3547-hamdt2samdt_xml NULL.pdf). The bill funds all 12 annual appropriations bills through September 30, 2014. The omnibus spending package adheres to the top-line defense ($520 billion) and non-defense ($491 billion) discretionary spending levels set by the budget agreement negotiated in December. Overall, discretionary spending levels are up 2.6% from the FY2013 sequestration level of $986.3 billion. The House approved the omnibus spending package on January 15 by a vote of 359 to 67. The Senate approved the package by a vote of 72 to 26 on January 16. The President is expected to sign the bill into law by January 18.
