In August 2011, intense rainfall from Tropical Storm Irene caused flash flooding and inundation across Vermont, particularly in the southern half.  Within 24 hours the flood waters washed away and severely damaged roads, bridges, culverts, utilities, and buildings, leaving behind devastated communities and a crippled transportation network.  Due to the extent and magnitude of the damage, the Vermont Agency of Transportation (VTrans) requested assistance from the state's Regional Planning Commissions (RPCs) that was beyond the normal scope of their work, training, and funding.  No advance plans or procedures were in place for this type of response and recovery effort.  Prior to Irene, the transportation work of RPCs had focused on planning, although RPCs did perform some hazard mitigation planning and had some training for emergency response.  This webinar will focus on how the lessons learned in Vermont can help other regional planning and development organizations be a valuable asset in future disaster recovery for transportation infrastructure.

Speakers included Katharine Otto, Assistant Planner at Southern Windsor County RPC, and Pam Brangan, Senior Planner at Chittenden County RPC.
