The North Carolina Department of Transportation (NCDOT) has developed and refined a data-driven project prioritization process over time. Initially started in response to an executive order from the governor, NCDOT also is incorporating requirements from the state legislature in its latest iteration of the ranking process. This high level of political input demonstrates the importance of transparency and communication in transportation performance-based planning and programming.
NCDOT’s prioritization process considers projects from multiple modes and explicitly incorporates the input of rural and metropolitan region leadership through their RPOs and MPOs into a project scoring mechanism. Through presentations by Don Voelker, director of NCDOT’s Prioritization Office, and Bjorn Hansen, principal planner at Centralina COG and Lake Norman RPO, learn about the latest evolution of this process, the role of state, regional, and local partners, how it fits in with planning, and what its impacts are on regional transportation planning.
