Purchasing with Federal Grant Funds: Proper Procedures and Allowable Costs is the final webinar in the Three-part series on federal grants management.

It’s been said that when you look a federal grant budgets, you’re looking at three “P’s—people, places, and purchases. Stated another way, employing staff, providing them with a workplace, and purchasing the goods and services they need are the keys to effective program implementation. None of those activities is risk-free.  But arranging for and relying on outside suppliers introduces a special challenge. That’s because the federal standards for your organizational purchasing procedures involve compliance details about how to search the marketplace, make sound evaluation and selection decisions, and get what you pay for. This webinar will explain the purchasing methods that are acceptable when spending federal grant funds and demonstrate how to justify and document the costs of the most common goods and services you buy to support your awards. This webinar will be held on Wednesday April 7, 2021 from 1:30-3:30 p.m. ET.

Federal grants management expert, Bob Lloyd, will conduct the training. He is a respected authority on policies and practices on the award, administration, and oversight of federal grants, contracts and subawards. He has more than 40 years of experience in federal award implementation. Bob started his career as an intern with a metropolitan council of governments and subsequently rose to a senior management position with another. In his lengthy consulting practice, he has served under contract to seventeen federal awardmaking departments and agencies and to recipient and subrecipient organizations and their professional advisors located in all 50 states, the District of Columbia, several U.S. territories and eighteen foreign countries. He is the author of several reference works of grants management and audits and has served as an adjunct public administration instructor at two major universities. Bob has served NADO and its members on numerous training and advocacy engagements.

Bernadette Grafton, Program Analyst, Performance and National Programs, U.S. Economic Development Administration (EDA), will join Bob and talk about EDA’s approach to Indirect Cost. This webinar is scheduled for Wednesday March 24 from 2:00-3:30 p.m. ET.

Playing Well with Others: Effective Collaboration in all Directions will encourage and support examination of your Regional Development Organization’s existing “vertical and lateral” relationships and will identify federal policies that can be used to fashion sensible and effective alternatives. It will be held on Wednesday March 31 from 1:30-3:30 p.m. ET.
