Congress Returns Next Week to Full Agenda

Both the House and Senate have been on recess this week.  When they return, they face a full agenda.  The House leadership elections are still in flux, with no consensus candidate for Speaker of the House having emerged.  The current House Speaker John Boehner (R-OH) previously announced he would leave office at the end of October, but he is likely to remain in office until the next speaker is elected or an interim speaker is named.  Congress will soon have to deal with an extension of surface transportation programs (October 29 deadline), an increase in the nation’s borrowing authority (November 3 deadline), and an endgame on fiscal year (FY) 2016 appropriations (the current Continuing Resolution expires December 11).
