Congress Adjourns until September; Future of FY2017 Appropriations Unclear

The House and Senate adjourned this week for a 7-week recess.  Before adjourning, the House approved its fiscal year (FY) 2017 Interior and Environment Appropriations bill by a vote of 231 to 196.  This was the first time since 2009 that the House was able to approve this bill which funds the U.S. Department of Interior and U.S. Environmental Protection Agency.  When Congress returns in September, they will face a short time frame for addressing FY2017 spending as the new fiscal year begins on September 30.  There is speculation about the possibility of Congress moving a 6-month Continuing Resolution (CR) to run through March 2017.  The other option is a short-term CR followed by negotiation of an omnibus spending package before the end of the year.  A decision on a course of action is not expected until Congress returns in September.
