			<content:encoded><![CDATA[<p>The U.S. Department of Transportation’s Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) have announced a call for nominations for the 2012 Transportation Planning Excellence Awards Program.  The bi-annual awards program honors outstanding initiatives to develop, plan and implement innovative transportation planning practices.  To be eligible, processes or projects nominated must have used FHWA and/or FTA funding.  Nominations will be accepted until December 1.  Award winners will be announced in spring 2012 and recognized at the 2012 Transportation Research Board (TRB) Summer Meeting.  This year, projects FHWA and FTA are seeking project nominations in a new category, Rural and Small Community Planning.  Additional information on the 2012 Transportation Planning Excellence Awards Program and the nomination form is available at <a href="http://www.planning.dot.gov/tpea2012/"   >http://www.planning.dot.gov/tpea2012/</a>.</p>

			<content:encoded><![CDATA[<p><strong></strong>NADO President Timothy Ware urged members of the U.S. House Transportation and Infrastructure Subcommittee on Highways and Transit to consider the needs and importance of small metropolitan and rural America during the reauthorization process of the Safe, Accountable, Flexible, Efficient Transportation Equity Act:  A Legacy for Users (SAFETEA-LU) during a March 30 hearing in Washington, D.C.</p>
<p>Ware serves as NADO’s President and executive director of the Mid-East Commission, headquartered in Washington, North Carolina. The SAFETEA-LU legislation outlines the funding, program and policy guidelines for federal surface transportation programs, including highway, transit and safety initiatives.  The current authorization measure, which expired on September 30, 2009, has been maintained by a series of extensions until September 30, 2011.</p>
<p>During the U.S. House hearing, Ware focused his remarks on three key points:</p>
<ul>
<li>Federal transportation plans and programs should be linked and coordinated more closely with the regional community and economic development strategies and priorities developed by local officials, especially in small metropolitan and rural regions</li>
</ul>
<ul>
<li>State transportation officials should work regionally with local elected and appointed officials as part of the statewide transportation planning process, including through regional transportation planning organizations</li>
</ul>
<ul>
<li>Federal and state transportation policies should take into consideration the unique conditions and challenges of our nation’s regions and communities, especially those outside of the major metropolitan areas</li>
</ul>
<p>Ware reinforced these points with lessons learned from states already succeeding. “We believe federal transportation investments would be targeted, leveraged and coordinated better if state transportation officials worked regionally and in a more cooperative manner with local elected and appointed officials as part of the statewide transportation planning process.  This has been proven in states such as Arizona, Kentucky, Missouri, Pennsylvania, South Carolina and Tennessee.”</p>
