				<content:encoded><![CDATA[<p>U.S. Senators Lautenberg (D-NJ), Inhofe (R-OK), Crapo (R-ID) and Udall (D-NM) have introduced the <a href="http://www.lautenberg.senate.gov/assets/brownfields-2013.pdf"   target="_blank" >Brownfields Utilization, Investment, and Local Development (BUILD) Act of 2013</a>, which would reauthorize the U.S. Environmental Protection Agency’s (EPA) Brownfields Program. Since 2002, the program has funded the rehabilitation of abandoned and polluted properties to increase safety and attract new businesses to communities across the country. All four sponsors of the legislation are members of the U.S. Senate Environment and Public Works (EPW) Committee, which oversees the Brownfields Program.</p>
<p>Highlights of the BUILD Act:</p>
<ul>
<li>Administrative cost allowance of up to 8% to cover reasonable administrative costs such as rent, utilities, and other costs necessary to carry out a brownfields project (key NADO priority)</li>
<li>Two year reauthorization of the EPA Brownfields Program</li>
<li>Would set current funding levels for the program at $249 million per year</li>
</ul>
<p>The legislation was referred to the U.S. Senate EPW Committee for consideration. The U.S. House of Representatives has yet to introduce a similar bill.</p>
