On July 19, Senate Committee on Environment and Public Works (EPW) Chairman Barbara Boxer (D-CA), released an outline of the EPW Committee’s long-term surface transportation reauthorization measure, referred to as “Moving Ahead for Progress in the 21st Century” (MAP-21). The outline broadly describes overall funding levels, core programs, performance measurements, project delivery, and planning processes. The proposal would maintain funding at the current levels, include reforms to the nation’s transportation programs, and provide assistance for transportation projects under the Transportation Infrastructure Finance and Innovation Act (TIFIA) program to leverage state, local and private-sector funding.
