RLFs Make Impact
EDA recently released the fourth in a series of reports,
EDA RLFs Planning, Local Structural Change, and Overall
Performance 2002. These reports evaluate revolving loan
fund (RLF) programs to determine the extent to which EDA
RLF grants achieve structural economic adjustment in the
target area. Other reports in the series are: The Impact

Planning on EDA RLF Performance; EDA RLFs-Performance
Evaluation.

Technology-Led Economic
Development
The National Center for Small Communities, with funding
from the Economic Development Administration, has
published, Technology and Grit at the Grassroots:
Information Technology, Community Engagement, and Jobs in
Distressed Rural Communities. This report examines the
advantages and challenges of technology-led economic
development strategies in rural areas.

EDA Report on Rural Knowledge Clusters
The report, Rural Knowledge Clusters: The Challenge of
Rural Economic Prosperity, explores “rural knowledge
clusters” as a model for high-performance rural
economies. It begins with a discussion of the theory and
history of industry clusters, and the application of this
model to rural economies. Lessons drawn from research on
rural clusters lead to a proposed model of rural
knowledge clusters.

A Governor’s Guide to Cluster-Based Economic Development,
helps readers navigate the vast literature on business
clusters and provide parameters and tools for applying

and a repository of policy options for those responsible
for growing and strengthening clusters.

The second edition of the Brownfields: A Comprehensive
Guide to Redeveloping Contaminated Property by Todd S.
