Understanding Entrepreneurship Promotion as an Economic
Development Strategy: A Three-State Survey, released in
January 2003 by a joint partnership of the National
Commission on Entrepreneurship (NCOE) and Center for
Regional Economic Competitiveness, is the first in a
report-series to explore the economic impacts of support
for the creation and growth of new businesses in Maine,
Nevada and Pennsylvania. Authors Erik R. Pages and
Kenneth Poole give very detail-oriented results regarding
regional, state and local initiatives, such as budget
amounts and program monitoring.

What Bush’s Budget Means to Rural
A NADO News special report highlights and outlines
the community, economic and rural development programs
and regional commissions included in President Bush’s

Innovations at the State Level
The National Governors Association Center for Best
Practices has released Innovative State Policy Options
to Promote Rural Economic Development, a new issue brief
that addresses how states have built promise for
sustainable rural economic development through three
approaches: Adapting Cluster-Based Strategies to Rural
Communities; Promoting Entrepreneurship Outside of the
Agriculture Sector in Rural Communities and Regions;
Reinvigorating the Agricultural Sector Through
Diversification and Value-Added Agriculture Strategies.

Loan Funds Create Rural Jobs
The NADO Research Foundation’s Economic Development Finance
Service has just released the 2002 Biennial Members
Survey, Organizations That Manage Loan Funds Create Rural
Jobs Efficiently. This report includes fund level
information, it aggregates performance and impact data
for all funds managed by each organization to illustrate
the overall effect of organizations on economic
development. It also looks at factors that may affect
organizational deal flow and default rates.

Incubator Business Documents
Put It in Writing: Crafting Policies, Agreements and
Contracts for Your Incubator, a book by the National
Business Incubation Association (NBIA) and authored by
Carol James, is designed to help incubator managers and
developers understand the importance of formal documents
or written agreements and policies. Some of the
documents discussed include, leases, licensing, service
agreements, applications, client handbooks and conflict-
of-interest policies.
