The office of Economic Development at the University of
North Carolina at Chapel Hill, with support from the
Economic Development Administration (EDA), has published,
Identifying Technology Infrastructure Needs in America’s

Communications Technology. This study examines the
critical role that technology infrastructure can play in
economic development, especially in helping distressed
communities move successfully into the knowledge-based
twenty-first century.

Entrepreneurial Growth
American Formula for Growth: Federal Policy and the
Entrepreneurial Economy, 1958-1998, a publication by the

Rapid Response for Job Loss
In response to 500,000 (15 percent of the national total)
nonmetro workers losing their jobs over a two-year span
(1995-1997), U.S. Department of Agriculture (USDA) author
Karen S. Hamrick published the report Displaced Workers:
Differences in Nonmetro and Metro Experience in the
Mid-1990s. The report looks at actual displaced workers’
experience obtained through surveying and data
comparisons. Also provided are dislocated worker program
references.
