Regional Planning for New
Air Quality Standards
Upon implementation of the new air quality standards, over 300 counties (many of which are rural and neighboring metropolitan areas) will be designated as “nonattainment areas” or areas where the monitored pollutant levels exceed standards and are considered unhealthful.

Paying for Indirect Costs Directly
A controversy is brewing over the cost of managing public programs. Organizations that administer federal, state, and foundation-funded programs usually rely on the indirect cost system to reimburse expenses that are not easily attributable to a particular project but are incurred for a common purpose.
