The Position - This is a full-time professional position responsible for providing loan origination, underwriting and related financial counseling to small businesses in primarily Marion, Polk, Yamhill and Clackamas counties; technical assistance to local governments with small business finance programs; loan portfolio administration work; and occasional assistance with economic development projects.
In addition, the position will serve as the contracted Executive Director for Cascades West Financial Services, Inc. (CWFSI). CWFSI is a non-profit, SBA Certified Development Company providing financial and technical assistance and is the largest Oregon based certified development company participating in SBA’s Accredited Lenders and Certified Closing Programs.
The position requires knowledge of commercial lending practices and credit/financial analysis, familiarity with public economic development programs and the ability to work effectively with entrepreneurs, public sector development agencies, private lenders and local government leaders.
Major Duties and Responsibilities - Small Business Loan Officer:
• Counseling small businesses and originating loans from public lending programs.
• Marketing public loan programs to banks, businesses and other private lenders.
• Analyzing loan applications and making presentations to credit or loan committees.
• Providing technical assistance and training to local governments with loan programs.
• Developing productive working relationships with private lenders.
• Loan portfolio administration and collection activities.
• Providing assistance with economic development projects.
Executive Director – CWFSI
• Providing organizational and staff support for regular meetings of the CWFSI Board of Directors and Board’s Oversight Committee
• Oversee the structuring of financial packages, the closing of loans and the servicing, collection and liquidation of loans.
• Coordinate and facilitate marketing strategies
• Communicate with and between various program stakeholders and represent CWFSI in interactions with federal and state agencies, local governments, businesses and other organizations.
• Prepare reports for state and federal agencies
• Supervise subordinate staff.
The Candidate - This position requires Bachelor’s degree with major course work in business administration, accounting, finance, economics, public administration or other related fields of study; a minimum of two years of relevant professional experience, or an equivalent amount of training and experience which demonstrates the knowledge, skills, and abilities to perform the above duties.
This position also requires:
• Knowledge of business and financial management, credit analysis and community-based economic development;
• Ability to manage the affairs of a non-profit corporation, including providing guidance and support to Board of Directors and developing and monitoring budgets;
• Ability to communicate effectively both orally and in writing;
• Ability to work without constant direct supervision and handle sensitive financial information with a high degree of discretion and confidentiality;
• Knowledge of and experience with personal computers including the ability to use word processing and spreadsheet software;
• Knowledge of methods and procedures for gathering and analyzing technical and financial data.
• Valid Oregon driver’s license and access to a personal vehicle;
Additional Preferred Qualifications
• Knowledge of SBA and other governmental lending programs and commercial lending principles and practices;
• Established relationships in the Oregon commercial lending marketplace.
• Experience with the use of lending software
NOTE: Finalists for this position will be required to authorize a credit and background check and meet the personal history requirements of the Small Business Administration.
Compensation - The salary range for this position is $4,367 - $5,519 per month. The fringe benefits for the position include:
• Medical, Dental and Vision insurance coverage – 100% employer paid for employee coverage. 15% employee contribution for qualified dependent coverage.
• Life and Long Term Disability Insurance – 100% employer paid
• Retirement – 401(a) Defined Contribution Plan – Employer Paid (Non-PERS).
• Vacation Leave – 8 hrs./month accrual for the first two years
• Sick Leave – 8 hrs./month accrual
• 11 paid holidays per year + 1 additional floating holiday

Small Business Loan Program Background/History
The Mid-Willamette Valley Council of Governments (COG) is a voluntary association of local governments (32 cities, 3 counties, one Indian Tribe and 5 special districts) governed by a Board of Directors of 19 elected officials from the various jurisdictions. The organization was created to provide planning and coordination for local governments in the region that includes Marion, Polk and Yamhill Counties and it operates a number of programs for its member governments including transportation planning, land use planning, economic development projects, environmental planning and coordination, grant writing and grant administration services, small business lending, housing rehabilitation loans and other activities that the Board may direct in a given year. The COG is one of the oldest such organizations in the country.
In 1986, the COG began operating a regional revolving loan fund for small businesses. Since that time the program has expanded to include a number of other lending resources. Today, in addition to managing a regional revolving loan fund, the COG serves as the local lending representative for federal agencies such as the Small Business Administration (SBA) and the US Department of Agriculture, the State of Oregon Business Development Department. The COG markets and originates loans for these entities and frequently services the loans as well. The COG also assists some of our member governments with local loan funds.
The mission of this program is to support local business growth and job creation by providing access to all of the major public sector lending programs.
The program staff is small. Most of the work is done by two loan officers (one of whom also serves as Program Manager) and a full time loan documentation and servicing specialist.
