Ongoing financial support for the position of the Mobility Manager is supported by a three-year 5316 & 5317 (JARC and New Freedom) funding grant by and between the TRRC and the Georgia Department Transportation (GDOT) Intermodal Division. Before the three year grant expires the TRRC and GDOT will negotiate continuous funding through another three year funding grant, or move the position funding to a dedicated transit operational grant.
Duties & Responsibilities:
The TRRC’s Mobility Manager brings together key community leaders, transportation service providers, planning organizations, and other stakeholder organizations within the TRRC’s 10 county region. The Mobility Manager will build regional “partnerships” that will serve as the basis for the future “coordination” of essential public transit services. It will require the development and distribution of information that explains how to utilize the available resources in meeting diverse travel needs.
The Mobility Manager also serves the region through conceptualization, transit and transportation planning development activities, compliance and oversight monitoring, performance monitoring, and administering local transit programs that respond to and influence the demands of the transit service areas. These actions and supportive strategies are performed directly, or in collaboration with, others to provide a full range of travel options that are more effective in meeting needs and more efficient through reasonable pricing.
The Mobility Manager will report directly to the Governmental Services Director, and will also report to the Planning Director when performing duties overseen by the Planning Department. The Mobility Manager will be responsible for the following duties:
General HSTP Coordination Duties:
• Represent the TRRC at public transit related events to foster good public relations and understanding of the TRRC’s functions and programs;
• Spearhead efforts to organize and maintain an active participating Rural Human Services Transportation Committee (RHST) with quarterly meetings to foster region wide transit planning activities, programming and coordination between service providers and other parties;
• Administer local transit programs, perform transit compliance oversight reviews, coordinate transit policy development, develop and maintain transit performance reviews, coordinate transit customer service satisfaction activities, coordinate transit and transit related plan development;
• All other duties as assigned.
Minimum Qualifications:
All candidates must have a B.A/B.S. with a focus in Planning, Human Services, or Social Services. Preferred candidates must have at least (2) years of experience with administering public or human services transit programs, creating transit development plans, creating bike/pedestrian plans, or managing or facilitating the development of city or county comprehensive transportation plans.
