East Central Intergovernmental Association (ECIA) is seeking a visionary leader who has considerable expertise in transit management to fill the position of Manager of Transit for the City of Dubuque Jule transit system. The director reports to the ECIA Executive Director. The Manager of Transit will plan, supervise, coordinate and direct the daily activities of the City of Dubuque transit system including fixed route, paratransit and dial-a-ride operations. The Manager of Transit will oversee the implementation of several State and Federal grants related to route optimization and technology upgrades and will make recommendations on system efficiencies and redesign. The ideal candidate must be proficient in developing, forecasting and managing operating and capital budgets. Experience in labor management relations is important. The Manager is responsible for overseeing approximately five staff and 36 transit drivers. Responsibilities include developing and managing transit policies and procedures; managing Federal, State and local contracts; developing department projects and budgets. The Manager will prepare grant applications to secure local, State and Federal funding; oversee and ensure compliance with Federal and State requirements and certifications; manage grant programs and activities; and oversee the procurement of vehicles/equipment. Strong communication and organizational skills are imperative including interacting effectively with staff, local government elected officials, working in a team environment, and the public. Partnering and collaborating with other regional and local transit systems is imperative.

Position requires Bachelors Degree in public administration, transportation, transit planning or related field and a minimum of two years transit management experience and two years supervisory experience required. Thorough knowledge of State and Federal regulations on use/operation of public transit systems required. Urban transit experience preferred. Thorough knowledge of principles/methods of organization, procurement, budgeting, management and supervision required. Proficient in Microsoft Office products. Good communication/interpersonal skills are imperative.
