The Housing Authority of the City of Stamford d/b/a Charter Oak Communities (COC) provides quality, affordable housing options to the residents of Stamford, Connecticut, which is located within the greater New York City metropolitan area. COC is a progressive, entrepreneurial medium-sized housing authority which has approximately 1,425 housing units and 1,450 Housing Choice Vouchers.

The Executive Director/Chief Operating Officer (ED/COO) position is a newly formed role which reports to the five-member Board of Directors through the Chief Executive Officer (CEO) and focuses primarily on functions internal to the agency including operational matters, regulatory compliance and resident relations.

The ED/COO manages all hands-on operational aspects, providing the leadership, management and vision to ensure proper operational controls, administrative and reporting procedures, and to make certain personnel are in place to continue effective growth of the organization and to ensure its financial strength, sustainability and operating efficiency.

The ED/COO is responsible for managing the agency’s 80+ staff, in a unionized environment, and an approximately $47M annual operating budget. The selected candidate must have exceptional administrative leadership skills, strong interpersonal and communication skills, and a collaborative, team-oriented management style.

At least ten (10) yearsof relevant senior management experience is required, seven (7) of which must be with a complex, multi-department organization; experience in public housing a plus. A Bachelor’s Degree in Business Management, Public or Business Administration, Government, Urban Planning, Law or related discipline is required; a Master’s or Real Estate Degree is strongly preferred.

The salary range is within the Department of Housing and Urban Development (HUD) compensation guidelines. Starting salary is dependent upon qualifications. COC offers an attractive benefits package, inclusive of a pension plan.
