The Westgate @ Crane Authority, Inc., (the “Authority”) is an Indiana not-for-profit corporation that acts as an instrumentality for the Redevelopment Commissions of Daviess, Greene and Martin Counties. The Authority’s purpose is to develop infrastructure and promote economic development within the Westgate @ Crane Technology Park.
The Parkis located within a mile of the Crane Naval Surface Warfare Center (NSWC Crane), which constitutes the Department of Defense center of excellence in battery development and power electronics. Pursuant to state law, the nine (9) member Board receives tax revenues through the Indiana Economic Development Corporation. The only multi-county technology park in the State of Indiana, the Authority is governed by a nine (9) member board composed of three persons appointed by the local governmental bodies of each of the three counties.
The Authority serves up a unique competitive advantage for commercial companies and university faculty providing federal contract work for the $2 billion Naval Surface Warfare Center (NSWC) in the 100-square-mile NSA facility in southwest Indiana. Companies in the park easily collaborate with global operations through high-speed gigabit fiber-optic connectivity (all levels of data security available). New office, industrial and mixed use buildings provide a distinctive growth benefit for commercial defense giants EG&G, SAIC and ITT as well as a growing cluster of defense-related Fortune 500 companies and small businesses serving NSWC/NSA contracts.
Description of Position
The Executive Director is responsible for overseeing the organization’s operations, finances, strategic planning, public relations, contractual and governmental relationships. The Executive Director meets routinely with key government and military officials, other partners, IEDC staff, Radius Indiana and regional or local economic development representatives. In addition, the Executive Director is responsible for ensuring the consistency and delivery of the Authority message.
The Executive Director shall also work within and understand the functioning and political sensitivities of outside agencies, internal committees and commissions; pertinent County, Federal, State and local laws, regulations, codes, ordinances, and policies applicable to economic development and Indiana Community Redevelopment Laws and related operations and activities and is the first point of contact for all Authority-related activities.
Responsibilities
Know, understand and develop the Authority mission statement and its objectives, the value and what differentiates WestGate @ Crane from other technology parks together with the ability to communicate this to internal and external contacts. Responsible for development and implementation of the Authority Strategic Plan including attraction and retention of businesses; partnering with local, state and other regional economic and development partners. Oversees the management/administration of grants awarded to the Authority and manages property owned by the Authority.
Education and/or Experience
- A bachelor’s degree in public or business administration, planning, economics or other closely related field.
- A master’s degree in public administration or a closely related field is preferred.
- Minimum of 8 years of increasingly responsible experience in economic development, planning and related activities and/or equivalent corporate experience. At least 5 years of this experience must have been in an executive level with clerical staff, and budget preparation and management.
- Broad functional experience in areas of strategic planning and marketing, business and market development, market research and planning and promotions/advertising.
Compensation Range
Compensation commensurate with experience.
